How Do You Dispose of Old Paint? New How-to Video from Dunn ...

LOS ANGELES, March 29, 2012 ? Springtime means home improvement projects ? and often includes painting. But what should be done with unwanted leftover paint? Just in time for Earth Month, Dunn-Edwards Paints has a short video, How to Properly Dispose of Paint, that every do-it-yourselfer should view.

Host of the video, professional painter Cole Schaefer, points out that ?you cannot dump it? and it is illegal to do so. You can?t put it on or into the ground, or in any body of water or storm drain. There are even regulations about how and where to rinse off brushes and rollers coated with paint. For example, it?s okay to rinse brushes in the sink, since that water ends up in a municipal water treatment plant. But you can?t hose them off in the gutter, where the paint would run into a storm drain, which leads straight into rivers, streams and oceans.

Empty or nearly empty cans of water-based paint, if you let them dry out completely, can be put into your household trash ? but don?t do this with cans that contain oil-based paint or any combustible or flammable liquid. Those need to be taken to a household waste recycling event or facility.? Search online to find one in your neighborhood.

Want to make sure you?re buying the right amount of paint for your needs and reduce the leftover? Another new video, How Much Paint to Buy, is helpful in determining the quantity of paint required for any project. If you do buy too much, consider donating it to a non-profit organization.

?We get a lot of questions at the stores and on our Facebook page about what to do with leftover paint,? said Robert Wendoll, director of environmental affairs. ?This video is a quick reminder about how to deal responsibly with disposal of paint and wash water from cleaning brushes.

Google's Street View of Amazon goes live

Google Wednesday shared photos and video from its Street View project in the Amazon, an enormous project it began last summer:

"Last August, a few members of our Brazil and U.S. Street View and Google Earth Outreach teams were invited to the Amazon Basin to collect ground-level images of the rivers, forest and communities in the Rio Negro Reserve," Karin Tuxen-Bettman, project lead for Google Street View in the Amazon, says on a company?blog.

"Today, on World Forest Day, we?re making those images available through the Street View feature on Google Maps. Now anyone can experience the beauty and diversity of the Amazon."

Street View, a sometimes-controversial, but fascinating program, provides 360-degree images taken by Google, which users can view on Google Maps by zooming in on any point on a map.

Specifically, you can:

Take a virtual boat ride down the main section of the Rio Negro, and float up into the smaller tributaries where the forest is flooded. Stroll along the paths of Tumbira, the largest community in the Reserve, or visit some of the other communities who invited us to share their lives and cultures. Enjoy a hike along an Amazon forest trail and see where Brazil nuts are harvested. You can even see a forest critter if you look hard enough!

Tuxen-Bettman says that Google strapped its Street View camera and bike to a boat that went down the Amazon's waterways, "pedaled around the local trails and communities, and used tripod technology to gather images of interior locations like schools and community centers." The tripod camera has a fisheye lens.

There are more than 50,000 still photos that were stitched together to create the "immersive, 360-degree panoramic views," which are stunning.

The project was done in partnership with the Amazonas Sustainable Foundation (FAS). To learn more, watch Google's video:

DENVER (AP) ? On the day the Denver Broncos celebrated the arrival of Peyton Manning, all the action photos of Tim Tebow that once graced the hallways at the team facility were gone.

How's that for a subtle hint?

Though executive John Elway and coach John Fox wouldn't exactly come out and say it, the Tebow era in Denver looks to be all but over.

At a news conference Tuesday to introduce Manning, Elway said he's exploring all his options for Tebow, the incredibly popular and polarizing quarterback who led the Broncos back to the playoffs last season for the first time since 2005.

"Tim Tebow is a great kid. If I want someone to marry my daughter, it would be him," Elway said. "But I think with the opportunity to have Peyton Manning's services, we had to take advantage of that. Now that it's happened, we have to go back and address Tim and see what the best situation is for the Denver Broncos, as well as him."

A message was left by The Associated Press for Tebow and his agent, Jimmy Sexton.

Although disappointed at Manning's decision to come to Denver, Tebow took the news in stride during a phone conversation with Elway.

"He's said, 'Well, we're talking about Peyton Manning. I understand exactly what you're doing,'" Elway explained. "He was very, very positive."

The next step in the process may be finding a trade partner, but the Broncos are in no hurry to do so. As for an outright release, well, the Broncos said no way.

"He's a first-round pick," Broncos general manager Brian Xanders said. "He's just won the division, we were 1-4 at the time, he's got a guaranteed contract. I can't see that."

Tebow's base salaries for the next few seasons are very cap friendly: $1.942 million in 2012, $2.266 million in 2013 and $2.590 million in 2014.

Teams such as San Francisco, Green Bay and Jacksonville could be in the market for Tebow, at least as a backup.

However, his next destination likely will not be Miami.

A person familiar with the situation said Tebow would not fit the West Coast offense the Dolphins plan to install this season under first-year coach Joe Philbin. The person spoke on condition of anonymity because trades and other personnel moves are confidential until completed.

The Dolphins have been mentioned as a possible Tebow landing place since he starred at the University of Florida. Miami has incumbent quarterback Matt Moore on its roster along with recently signed David Garrard, who is expected to compete for the starting position.

For as well as this has gone for Denver, Elway hopes this to turns out well for Tebow, too.

"It would be our goal to get him in the best situation possible for him to have success also," Elway said.

Although the unorthodox QB energized the Broncos last season and guided them back to the postseason, Tebow's long, looping throwing motion led to some accuracy issues. And with his eagerness to run, he's hardly the prototypical pocket passer.

Still, Tebow has a flock of fans for reasons that have to do as much with his faith as his football skills. A devout Christian, he's been a role model since his days at Florida, when he led the Gators to two national titles and captured the Heisman Trophy.

His soaring popularity made this decision even more difficult for Elway.

"I've got to make the best decisions I can for the Denver Broncos. Without a doubt in my mind, this is the best decision for the Denver Broncos at this point and time," Elway said.

Manning eventually plans to reach out to Tebow, once he settles in and catches his breath after his whirlwind free agency tour.

"I know what kind of player Tim Tebow is, what kind of person he is," Manning said. "What an awesome year he had this year. If Tim Tebow is here next year, I'm going to be the best teammate I can be to him. He and I are going to help this team win games.

"If other opportunities present themselves to him, I'm going to wish him the best. He's going to be a great player wherever he is."

Touring Children's Museum with PlaySpace Creator ?

The Boston Children?s Museum on Fort Point Channel is teeming with children and parents during school vacation week. So it?s a good time for Jeri Robinson, vice president for education and family learning, to lead me on a guided tour of some of the museum?s early learning spaces. On the way, we pass children scrambling up and down the multi-story climbing maze. We pass children and parents sitting on colorful ?musical? chairs that each emit a different sound and together can create a symphony.? We pass children checking out the blocks and Bobcat in the Construction Zone, all in what is essentially a giant indoor playground for children of all ages. Prompts on the walls and parent tip sheets provide ideas for adults to engage children.

?Our critical message is there?s a lot of learning in play,? Robinson says. ?In everything we do, we have a hidden or overt learning activity. Play has gotten a bad rap that it?s a waste of time. It?s not.?

In fact, research tells us that play is how young children learn. Science tells us that the kind of language-rich, playful adult-child interactions that the museum encourages enhance the actual wiring of the young brain.

In 1978, when the museum was housed in a Jamaica Plain mansion, Robinson established the nation?s first play space for infants and toddlers in a children?s museum. In 1998, she co-founded Countdown to Kindergarten, a partnership with the Boston Public Schools. Originally conceived to help parents navigate the logistics of entering the public school system, today it focuses on the early learning that will help children enter kindergarten ready to succeed.

Now Robinson is coordinating a project with the commonwealth?s children?s museums and libraries ? ?two very strong places of informal education,? Robinson says ? as part of the four-year, $50 million Race to the Top ? Early Learning Challenge grant that the Obama administration awarded Massachusetts in December. ?We want to take what we?ve done with the Boston Public Schools in terms of Countdown to Kindergarten and have that kind of work go on across the state,? Robinson says. ?How do we honor what?s already going on? What can we add that complements it and goes to the next level??

Robinson, who has lived in Boston?s Dorchester and Roxbury neighborhoods her entire life, began her career as a kindergarten teacher at the Highland Park Free School in Roxbury. She was fulfilling a dream she?d had since she was a kindergartner herself at the Nathan Hale School in Roxbury and decided that she wanted to teach kindergarten when she grew up. (Note to readers: Robinson reveals her favorite children?s book at the end of this blog post.)

The museum, which was founded in 1913, is also planning a centennial celebration from April to October 2013 that, Robinson says, will include an early childhood symposium (a follow-up to last fall?s Early Childhood Summit), a parent fair, a major gala, and smaller activities in the museum and neighborhoods.

Back in the 1970s, the Jamaica Plain museum was designed to serve school-aged children. No strollers were allowed, so the museum offered parents backpacks to use to carry the young siblings of the museumgoers. Parents couldn?t even see their babies? faces, much less interact with them.

?Babies and toddlers were a package, not a visitor,? Robinson recalls. ?The issue for me was our target audience was school-age and parents were coming with babies and toddlers. The babies start to cry, and the family leaves.? The play space was born as a play pen for these younger siblings.

The current PlaySpace, the first stop on my tour with Robinson, is an expansive, gated area designed for infants and toddlers, up to age 3, last updated in 2000. Outside the space, there is a parking area for strollers. Inside it, a child- and parent-friendly haven beckons with colorful stations for gross and fine motor activities, dramatic play, scientific exploration and socializing.

The average PlaySpace visit is 2? hours, a length of time that, Robinson explains, wouldn?t be possible without extensive seating for adults, whether on stools in play areas or banquettes along the perimeter.

There are enclosed areas for the youngest visitors. The water bed for babies is ?a sensory activity,? Robinson says. ?You get a lot of impact for small motions. It encourages babies to move.? An open-ended soft house is a crawl-through bridge ? ?a hideout that?s not too scary.? There are soft undulating hillocks. A fish tank has goldfish and zebra fish. ?There are lots of textures and destinations,? Robinson says.

A large model train set-up, with wood Brio cars, occupies part of the main area of PlaySpace. Children have brought dinosaurs and dolls from other stations. Children stand playing around the edges of the track, and they pop up through prairie dog holes that both extend their reach and have them face the parents or caregivers seated along the perimeter instead of playing only with their backs to the adults.

?A lot of it is dramatic play. And there?s a lot of sharing going on. Somebody takes my train. How do I get it back?? Robinson says. ?The trains are magnetic. It?s magic to them. You?ll see kids try putting the different ends of the cars together. There?s a lot of spatial learning. What fits through where? How do I have to maneuver to keep my 12-car train in one piece??

The tree house is ?gross motor heaven? with a carpeted swaying bridge ?so you can practice your walking skills? and stairs that are particularly interesting ?for kids who don?t have a house with steps.? Dramatic play areas include a child-size kitchen and gas station. A messy sensory area, with child and adult-size aprons, might have water one day and Play Doh the next.

Our next stop is the science-themed Peep?s World of water, sand and light for young children who have outgrown PlaySpace. One end of the water area holds a giant sink. Pull the rubber plug and cups and spatulas swirl down the drain ? and are stopped by a plastic barrier. ?See how the water swirls,? Robinson tells two young girls. There are all sorts of funnels and cups, a water wheel made of spoons, and a large tipping bucket. ?There are all kinds of little surprises,? Robinson says.

One sign asks: What can we do with water? Drip * Pour * Splash * Squirt * Float * Sink * Measure. Another sign ? Where?d the water go? ? is one of many prompts for adults embedded in the walls.

?We?re building descriptive science vocabulary,? Robinson says. ?Can you make the water do all these things? A parent might ask what can you measure with water??

The sand area has dry sand, complete with more funnels and measuring cups, and wet sand. ?Just the sensory texture of dry sand. It?s a calming, soothing activity,? Robinson says. ?The properties of the wet sand are different. You can draw in it. You can mold it.?

In the final area of Peep?s Word, children experience the different properties of light and shadows. ?A lot of kids at this age are afraid of shadows,? Robinson says. ?It?s about how the light hits an object. The children can control the light. It?s a way to understand the shadows you see in your room at night.?

On our way out of the museum, we pass the Countdown to Kindergarten model kindergarten classroom that I visited shortly after it opened in 2010.

?People come to us volitionally. We have as many adult visitors as children,? Robinson says. ?What are the messages we can share with families. What are the bigger issues? How do you turn this into things that are meaningful? This is not just a place for children, but a place for family learning as well.?

Given how important her own kindergarten experience was, it is perhaps not surprising that Robinson?s favorite children?s book is one she first heard read aloud in kindergarten. The book is ?It Looked Like Spilt Milk? by Charles G. Shaw, and it?s about clouds.

?I remember the teacher reading it in kindergarten,? Robinson recalls. ?It was the first book I learned to read. I used it in my kindergarten class.?

We?re wrapping up our May food issue here at Travel + Leisure, and the delectable stories we?ve dished up (don?t read this one on an empty stomach, you just may eat the pictures) simply reaffirmed to me how vital a component dining is to a memorable travel experience. I, for one, explore a locale with both my eyes and my stomach. So, intrepid gastronaut that I am, on my first trip to Vancouver recently I saw all the sights (don?t miss the random Jimi Hendrix shrine tucked into the outskirts of Chinatown, or, if you have children, the wonderful Kids Market on Granville Island) while still squeezing in meals that ran the gamut from high-end to hole-in-the-wall, each worth writing home about. So let?s pretend you all are ?home,? and here goes my paean.

Upscale After a brutal series of flight mishaps, I made it to Vancouver a few hours later than anticipated?but fortunately, just in time for a coveted dinner reservation at the Hawksworth restaurant at the Rosewood Hotel Georgia. Canadian superstar chef David Hawksworth serves inventive riffs on regional cuisine, like a hearty shot of sunchoke soup with lobster and celery or roasted Pacific sablefish doused in tom yum broth. Upon hearing that I don?t drink, the waiter rattled off innovative nonalcoholic options?an array far more extensive and exciting than the pi?a colada/strawberry daiquiri clich?s I?ve grown accustomed to on mocktails lists?and the fizzy blueberry-lavender lemonade danced on my taste buds as I pondered the menu. Ever since it opened last summer, Hawksworth has been anointed the hottest table in town, and the art-filled dining rooms attract the who?s-who of the Vancouver (and international) elite. But I was a little too preoccupied with my seasonal veal special to trouble myself with celeb-spotting.

Farmers? Market After a quick breakfast, I embarked on a whirlwind tour of Vancouver?s neighborhoods, ending up on charming, artsy Granville Island in time for lunch. The stalls at the Public Market were buzzing with discerning cooks seeking the freshest produce and tourists on a quest for great meals. I meandered through the warren of stalls in the covered food hall, senses overwhelmed by the sights, sounds, and smells, and tummy overwhelmed by all the options. The glutton that lurks within my 90-pound frame couldn?t decide between a hearty savory cr?pe or investing my daily calorie ration on house-made fudge, until finally settling on a French onion pot pie from A La Mode washed down with a peach smoothie from Nons. I perched myself on a window seat and prodded the flaky crust with my spoon, unleashing curls of steam that seeped out to warm my nose, and quietly laughing at the cold passersby strolling along the waterfront. Bliss.

Ethnic When I solicited my Twitter followers and Facebook friends for recommendations, one name kept popping up: Simba?s Grill, in the West End neighborhood. Ready to fuel up after working up an appetite shopping along Robson Street, I went to learn what exactly constitutes ?African fusion.? The small space is done up in d?cor personally sourced from Kenya by the eponymous Simba, and if you?re lucky, Simba himself will be on hand to help you navigate the menu. I was a little weary of the barbecue chicken liver and the grilled ostrich, but Simba guided me to a plate of kuku choma, succulent barbecue chicken fingers served with tamarind, coconut, mango, and piri-piri sauces. Great call, Simba, but as good as it was, it was a little too much for me to finish on my own, so I packed it for a midnight snack. Big mistake. As I learned that evening, Simba?s is best eaten on the spot, unless you prefer your hotel rooms to be of the fragrant variety.

Trendy A friend suggested a late-night rendezvous at Judas Goat Taberna, a cozy 28-seat tapas bar in hip Gastown's intriguingly named Blood Alley. We were handed pencils with our printed menus to tick off our orders and submit our selections to the server, and we went a little X-happy and ordered most of the menu: beef-brisket meatballs, Spanish cheeses, tuna-and-olive pinxtos, duck confit with foie gras terrine... almost all of it excellent, though there were a few misses (I guess I?m just not ready for braised beef tongue, especially not when it looks so... tongue-like).

Lowbrow I?m a firm believer that, in order to truly experience a new culture, one must immerse oneself in that region?s processed, packaged, and unhealthy offerings. Grocery stores are a great window into the dietary habits of an unfamiliar society, and their junk-food aisles reveal volumes. So I made a pilgrimage to a Safeway near my hotel to stock up on chips, chocolate, and other treats I would only be able to find north of the border?you know, really authentic stuff. Laugh all you want, but my maple cream cookies were a hit at the office that Monday.

QB Matt Flynn reaches agreement with Seahawks

RENTON, Wash. (AP) ? The Seattle Seahawks are hoping another Green Bay backup turns into their franchise quarterback.

The Seahawks reached agreement Sunday with Matt Flynn on a three-year deal, bringing one of the most wanted ? yet unproven ? free agents to the Pacific Northwest to try and solidify Seattle's QB position.

Flynn has been a career backup in Green Bay, stuck behind All-Pro Aaron Rodgers ? much the way Matt Hasselbeck was stuck behind Brett Favre before being acquired by Seattle in 2001.

When given an opportunity, Flynn has shined. His best performance was his last, throwing for 480 yards and six touchdowns in a victory over Detroit in Green Bay's season finale.

That sealed Flynn as one to the top free agent prospects this offseason. He visited Seattle late this week and after a brief trip to Miami, picked the Seahawks.

Terms of Flynn's deal were not released by the team, although owner Paul Allen took to Twitter to congratulate general manager John Schneider and coach Pete Carroll on locking up Flynn for three years. ESPN.com reported that Flynn's deal is worth up to $24 million.

Seattle had inside knowledge of Flynn thanks to Schneider. Before coming to Seattle, Schneider worked in the Green Bay front office and was there when Flynn was drafted in the seventh-round out of LSU in 2008. He quickly became Rodgers' backup and played in parts of 34 games over the past four seasons.

He started once during the 2010 season, nearly leading the Packers to a win at New England. Then came his breakout start to close out the 2011 campaign, when he set Green Bay records for yards passing and touchdown passes in a game.

In his regular season career, Flynn has completed 62 percent of his passes and thrown nine touchdowns against five interceptions.

Flynn's deal answers one of Seattle's big offseason questions. The Seahawks have focused mostly on bringing back their own free agents ? most notably running back Marshawn Lynch and defensive end Red Bryant. The only quarterback with experience on the Seahawks' roster is Tarvaris Jackson, who played through a difficult pectoral injury for more than half of last season that won him admiration in the Seahawks locker room. But he never took firm hold of the job.

"We are really excited to bring Matt in here to compete with Tarvaris," Carroll said.

Jackson threw for a career-high 3,091 yards and had a passer rating of 79.2 last season. But he had just 14 touchdowns passes versus 13 interceptions and struggled in the fourth quarter of four winnable home games that ultimately were the reason Seattle missed the playoffs.

Jackson will be the incumbent heading into offseason workouts, but it'll be an open competition with Flynn.

And the similarities to the past can't be ignored. It was before the 2001 season that former Green Bay and then Seattle coach Mike Holmgren wanted to bring a Packers' backup to Seattle in the hopes of becoming the long-term starter.

So Seattle traded for Hasselbeck, who eventually played a decade for the Seahawks, starting 131 regular season games and leading them to their only Super Bowl appearance. Like Flynn, Hasselbeck was a late-round selection who got few opportunities playing behind a star.

Oil falls below $107 in Asia

(AP) ? Oil prices fell below $107 a barrel Monday in Asia amid mixed signs about U.S. economic strength.

Benchmark oil for April delivery was down 25 cents to $106.81 at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract rose $1.95 to settle at $107.06 per barrel in New York on Friday.

Brent crude for May delivery was down 15 cents at $125.64 per barrel in London.

On Friday, the University of Michigan said its consumer sentiment index for last month was below analysts' expectations, driven by worries about gasoline prices, which soared 6 percent in February.

Higher gasoline prices could crimp the U.S. economy by shrinking the amount of money that people have to spend. Gasoline is currently selling for an average of $3.83 per gallon ($1 a liter) in the U.S., 31 cents more than a month ago.

Crude has jumped from $75 in October as signs of an improving U.S. economy ? led by growing employment, retail sales and industrial production ? bolstered investor confidence.

International Monetary Fund Managing Director Christine Lagarde said Sunday that the global economy had "stepped back from the brink" in recent months and there was reason for more optimism about growth.

Traders were also eyeing a possible release of strategic crude reserves by the U.S. and Britain. Reports came out Thursday that an agreement to release reserves had been reached but U.S. officials quickly denied the stories.

The release of crude would likely be a measure aimed at lowering prices, but traders are also wondering if it would be designed to replace Iranian production in the event of a military strike against that country's nuclear facilities or tighter economic sanctions.

"The reserves headlines unnerved as much of the oil market as it calmed, in particular by creating an impression in some areas that talk of a release might be pre-emptive actions against Iran rather than primarily a response to current prices," Barclays Capital said in a report "Even in the event of a release, the effect on prices will be limited."

Some analysts expect crude prices to fall this year as fears over Iran ease and global economic growth disappoints. Capital Economics forecasts Brent will fall to below $100 by the end of 2012.

"Oil prices could quickly drop by up to $10 if Iran gives some ground on its nuclear program," Capital Economics said in a report. "Faith in the sustainability of the global recovery could soon disappear too, as the economic and financial reality is less impressive."

In other energy trading, heating oil was down 1.6 cents at $3.27 per gallon and gasoline futures fell 0.8 cent to $3.35 per gallon. Natural gas slid 0.2 cent to $2.32 per 1,000 cubic feet.

Pakistan says Swiss couple held by Taliban is free

(AP) ? A Swiss couple held captive by the Taliban in Pakistan since July turned up at an army post close to the Afghan border and was flown to safety on Thursday by the Pakistani military, security officials said.

The Swiss Embassy was not immediately able to confirm the development.

The Swiss man and woman, who were seized in July in southwestern Pakistan, were last seen in a militant video in October, saying their captors were threatening to kill them.

The Pakistani security officials did not say whether the couple had escaped, was freed during an army operation or was released by their captors.

The couple was flown to Peshawar, the main city in northwestern Pakistan, said the officials, speaking on condition of anonymity because they were not authorized to talk to the media.

Militants and criminal gangs often kidnap wealthy Pakistanis and less commonly foreigners.

Large ransoms are often paid to secure their release but such payments are rarely confirmed.

(AP) ? Republican candidate Ron Paul refused Thursday to commit to backing Mitt Romney if the former Massachusetts governor becomes the party's nominee for president.

An anti-war candidate, Paul said he'd need more information about Romney's international agenda to make that decision.

"I'd talk to him and see what kind of a foreign policy he is going to have," Paul, a congressman from Texas, told reporters at a rally two days before most of Missouri's counties hold their Republican caucuses. "Mitt's a friend and we talk a lot. We just disagree on the issues."

Paul has pursued a strategy focused on caucus states, but he trails Romney, former Pennsylvania Sen. Rick Santorum and former House Speaker Newt Gingrich in the presidential race and has yet to win any of the states that have already voted.

Missouri's caucuses Saturday are the first step in a lengthy process of awarding the state's 52 delegates to the Republican National Convention. Paul so far has earned just 48 delegates, the least of the contenders, compared to Romney's 495 delegates, according to the latest count by The Associated Press.

Paul hit strongly on his anti-war theme while speaking to about 1,000 people at the University of Missouri's flagship campus. Romney and Santorum also campaigned in Missouri this week.

Paul shied away from naming any of his rivals but suggested they all want to plunge the U.S. deeper into military conflicts in the Middle East.

"They're just itching, the other candidates are saying, 'When are we going to go get Syria? Why don't we start dropping bombs on Syria? When are we going to hit Iran?'" Paul said. "The Republicans are going to be in trouble unless they come our way and decide they want a president who's more for peace than for war."

He later added: "If you keep voting for warmongers, yes, this is going to be very negative."

Romney said last week that he was not prepared to support military action against Syria, where the government has cracked down on political dissent. Gingrich also has opposed sending U.S. troops or equipment to Syria.

Santorum has said he favors providing military equipment to the Syrian people but stopped short of backing airstrikes. Santorum has said he would order Iran's nuclear facilities be bombed unless they were opened for international arms inspectors. Romney has said he would combine diplomacy with "a military option" to stop Iran from acquiring nuclear weapons, including returning U.S. aircraft carrier groups to the nearby seas.

Paul told reporters Thursday that sanctions against Iran wouldn't work because they don't hurt the government.

"It hurts the people who are trying to change their government," he said.

Clash over Syria looms at UN council

A new diplomatic clash over Syria is looming as foreign ministers from key UN Security Council nations meet on Monday.

British organizers of the event meant for it to be a review of the Arab Spring uprisings; the event however will be shaped by stark differences over how to stop President Bashar al-Assad's deadly assault on opponents.

US Secretary of State Hillary Clinton and foreign ministers Sergei Lavrov of Russia, William Hague of Britain, Alain Juppe of France and Guido Westerwelle of Germany will be among top officials at the event.

The council's failure to agree a resolution condemning the Syria violence, the worsening toll in Syria -- well over 7,500 according to the UN -- and Assad's refusal to allow humanitarian groups into the protest cities have all cast a dark cloud over preparations for Monday's meeting.

And it comes as UN-Arab League peace envoy Kofi Annan left Damascus on Sunday without managing to secure an accord to end bloodletting in Syria, as fighting raged in major flashpoints leaving dozens more dead.

Annan departed at the end of a two-day mission during which he said he presented al-Assad with "concrete proposals" to halt unrest.

Russia and China have twice used their powers as permanent members of the Security Council to veto resolutions condemning the Syria violence. Talks on a new US-led attempt to agree a resolution have hit a dead end, though Clinton and Lavrov will meet on the sidelines of the UN meeting.

Russia and China say the Western nations only want a resolution to back regime change. Lavrov said Russia opposes "crude interference" in Syria's internal affairs, his ministry said after a meeting between Lavrov and UN-Arab League special envoy Kofi Annan in Cairo.

Russia wants any resolution to call equally on the government and opposition groups to halt the violence. The Western members say the security force assault and attacks by opposition groups cannot be put on the same level.

UN Secretary General Ban Ki-moon, who will brief Monday's meeting, has bluntly accused Assad forces of using "disproportionate" force against what started out as peaceful demonstrators.

But Lavrov insists he is defending "international law", while the United States and European members of the council say Russia is blocking international action to prop up its main Middle East ally. Russia, the second biggest arms supplier to Assad's government, faces growing criticism from some Arab countries.

China has meanwhile proposed its own plan for talks between Assad and the opposition, which an envoy will press in the Arab world and Europe this week.

There are worries that the diplomatic tensions on the 15-nation Security Council could spread.

The foreign ministers of Portugal, Guatemala and Morocco are also expected at the Security Council meeting, organized by Britain as president of the Security Council for March. Business will start with the adoption of a resolution on the UN mission in Libya.

Clinton, Lavrov, Ban and EU foreign affairs representative Catherine Ashton will hold a meeting of the diplomatic Quartet on the Israel-Palestinian conflict before the Security Council battle gets into gear.

The buggy has a mounted camera, which relays video back to the PlayBook over a WiFi connection set up via a BlackBerry 9900. The six-wheeler is controlled by an on-screen joystick, much like many tablet versions of arcade games. It's an entrant into this weekend's Robot Challenge in Vienna, so thanks to that video link, at the very least, if it doesn't win they can't say they didn't see it coming.

So here?s a hilarious Twitter meme most white people totally missed: R&B singer Jaheim?s hideous purple suit. Which he wore for the solemn occasion of crashing Whitney Houston?s funeral, where he had a photo shoot.

"YO SUIT LOOK LIKE THE INSIDE OF A VAMPIRE PURSE MATERIAL," and "Jaheim wanna be grape jelly so bad," are just a few of the gut-busting tweets hurled at and about this dude, whom Kimberly C. Ellis, Ph.D., confirms that most white people have never heard of. When it comes to the R&B music that white people do listen to, "Jaheim hasn?t yet crossed over."

The crazy viral Twitter response to Jaheim?s ?zoot suiting up and stunting? Houston?s funeral is one example of the "Bombastic Brilliance of Black Twitter" that Ellis presented during her talk at South by Southwest on Friday. Approximately 26,000 Twitter users participated in the virtual roast, tweeting and retweeting on a topic that didn?t even require a hashtag to keep it bouncing around.

Jaheim's own responses ? with misspelled, not infrequently homophobic, vitriol ? only inspired more taunts. It was?a?fashion and etiquette fail more worthy of mainstream lampooning than, say, Angelina Jolie?s leg. That Jaheim?s suit isn?t mocked everywhere illustrates Ellis?s point: the mainstream just does not get black Twitter. Or know about it.

Ellis is an author, performer and educator who has branded herself "Dr. Goddess."?She pointed to a 2010 Slate story, "How Black People Use Twitter," in order to illustrate how the dominant black demographic on Twitter gets diminished by the mainstream?s focus on "midnight hashtags." These hashtags are silly and offensive (if you?re not in on the joke, i.e. not black). Topics such as #ifsantawasblack and #ghettobabynames, which serve as call-and-response games, are largely the domain of teenagers.

Ellis quoted @InnyVinny?s viral blog response to the Slate piece: ?Black Twitter isn?t a monolith." If you?re trying to sell something, dismissing black Twitter as nothing more than funny hashtags is to discount a valuable and dynamic demographic. It could be marketing suicide.

As of May 2011, 25 percent of African-Americans who are online used Twitter, compared with nine percent of whites, according to the Pew Internet and American Life Project. What?s more, one in ten African-American Internet users visited Twitter every day. That's twice more than Latinos and four times more than whites.

There's still a way to go, but network execs paid attention.

Ellis wants black Twitter to flex its consumer muscle at corporations so that they will better serve the African-American community. She described one tweet that asked why McDonald?s commercials frequently depict black people dancing. "Why black people always be dancing for their food in McDonald's commercials?" Commercials featuring white customers, you may have but probably have not noted, are relatively lethargic and free of syncopated beats.

Ellis uses the Twitter petition site act.ly in order to influence trending topics. You can send a prewritten tweet via the site, or personalize it before you send it to the Twitterverse. Some of Elllis? act.ly petitions include an attempt to convince "The Help" author Kathryn Stockett to pay the ?real Abilene? $75,000 for which she sued. (Since the film grossed $206 million, it's a fair bet that Stockett can spare the cash.)

In her crusade to educate and elevate, Ellis has her work cut out for her. As the Q&A section of the ?Bombastic Brilliance? discussion wound down, a twentysomething woman asked Ellis to elaborate about ?the pony.?

"The pony?"

"Yes. The pony."

There was an awkward communal silence.

Then everyone (except the questioner) realized what the young woman was attempting to reference.

Earlier in her talk Ellis discussed not equines, but Kony, as in the warlord Joseph Kony, leader of the Lord's Resistance Army in Uganda, who became known to the world on Monday due to ?Kony 2012,? a controversial? video burning up the Internet, itself a convoluted story not yet fully understood.

There wasn?t time to explain the distinction to the underinformed inquirer, but there you go. It?s easy to mishear, misinterpret and simply not pay attention.
